Environment Canterbury (ECan) is seeking feedback on the Regional Council’s draft Annual Plan for 2019/20. Comments are invited on the overall plan, the fees & charges policy, and the revenue & financing policy. As previously reported, a total 8.9% rates increase is proposed. Local councils and other organisations recently consulted the public on the draft Greater Christchurch Settlement Pattern Update – a document that looks 30 years ahead, outlining how the region will support future housing and business growth for an expected population increase of 150,000 people. A report on the submissions received is now available, and hearings are scheduled for 25 February – 1 March, after which the plan will be finalised for Councils and partners to ratify. Environment Canterbury’s 8.9 per cent total rates rise in draft plan

There is “no fat” at “lean machine” ECan, but our Regional Council is proposing an 8.9 per cent rates rise for the coming year, after previously forecasting a rise of 5.1 per cent. ECan’s chair is then quoted saying if a ’roundly supported’ 3 per cent for public transport is taken out of the rise it’s only 5.9 percent. Consultation on ECan’s draft annual plan begins next Monday – hopefully there’ll be more clarity in the consultation documents.

8 February Board meeting outcomes

At the 8 February meeting, the Waipapa/Papanui-Innes Community Board: deferred a decision on an upgrade to bus facilities in Shirley; approved one application to the Board's Discretionary Response Fund, and deferred another; and received an area report on initiatives and issues current within the Community Board area. Council committee considers Lime scooter recommendations

Lime scooter update: on 13 February, a Christchurch City Council committee will consider staff recommendations that: (1) the Council approve a 12-month permit and increase the number of Lime scooters allowed from 700 to 1,000; (2) a rental fee be charged that relates to the public space occupied by scooters, and (3) the maximum number of e-scooters in Christchurch from all vendors be capped at 1,600 (presumably excluding privately-owned e-scooters). St Albans residents oppose draft Council plan

Two Community Boards have received the draft Christchurch Northern Corridor Downstream Effects Mitigation Plan, and as a next step it is on the agenda of the full Council meeting on Thursday 14 February. Both boards have recommended that Council receive the plan for staff to commence engagement with the community on the plan’s recommendations. There is a call on the St Albans News page for members of the public to attend Thursday’s Council meeting to present a petition in opposition to the proposed changes.
