Community engagement in the Papanui Ward in Christchurch, New Zealand
People in the Papanui area are among those who stand to benefit from the Council’s proposed cycle route connection on Colombo Street south of Bealey Avenue. The new cycleway will link the end of the Papanui Parallel to the Ōtākaro Avon River. The proposal is open for feedback until 27 October. More details on the Waipapa/Papanui-Innes Community Board’s decision on the design of Cranford Street, between Innes Rd and Berwick St.
The road in that area has been widened, and it could accommodate options such as a peak-hour clearway for all vehicle types, or alternatively a peak-hour High-Occupancy Vehicle (HOV) or Bus only lane. These options would add capacity for more vehicles following the opening of the Northern Corridor motorway.
There’s a report in the agenda for last Friday’s meeting with a detailed analysis of these options, but the Council staff recommendation to the Board was to endorse the current design, with one lane for traffic each way, along with car parking and a painted cycle lane (“The current design includes widening of Cranford Street and intersection improvement which will significantly improve safety for pedestrian, cyclists and all road users throughout the day when compared against all proposed options…”)
This recommendation, along with a desire that any future changes encourage a shift away from prioritising single-occupant vehicles, is reflected in Board’s recommendations. A final decision will be made by the Council’s Urban Development and Transport Committee.
At the 16 October meeting, the Waipapa/Papanui-Innes Community Board: received nine delegations on the Cranford St agenda item; endorsed the current design of Cranford Street (more details to follow in a future Think Papanui post); approved a grant from the Board’s Positive Youth Development Fund; approved close to $3,000 in ‘Summer with your Neighbours’ funding; received an area report on initiatives and issues current within the area; and agreed to seek leave to appear at the Bottle-O licensing hearing to support residents’ submissions. Erica Lodge update: Commissioner Ken Lawn has just opened the hearing panel considering the Resource Consent application for Erica Lodge – the proposed boarding house at the former Wendover Rest Home. Also on the panel are Community Board members Alexandra Davids and Lee Sampson. Two days have been allowed for the hearing, being held at Te Hāpua: Halswell Centre.
