Apartment buildings and multi-storey flats of up to 20 metres (six stories) will be enabled in Papanui’s High Density Residential Zone under proposed changes to the City’s District Plan. Changes are being made to bring the District Plan in line with Government directives, including the National Policy Statement-Urban Development (NPS-UD). Pre-notification consultation on the extent of some of the Plan changes is open until 13 May. The Wheels to Wings – Papanui ki Waiwhetū cycleway was approved by a Council Hearings Panel today.
“The Hearings Panel was particularly impressed by the time and effort that a group of submitters put into developing their own alternate design scheme. We did seriously consider this alternate option but an independent review has raised significant safety concerns with it.
“After considering all the submissions and seeking additional information from staff, the Hearings Panel is recommending the Council approve the revised design scheme, with some changes.” says Mayor Dalziel.
The Hearings Panel’s full recommendations will be published online next week and a final decision is expected from the Council in May.

Upcoming public holidays will result in changes to Christchurch’s kerbside collection service. There will be no collection this Friday 15 April – bins normally emptied on a Friday will be emptied on Saturday instead. There will be no collection service on Monday 25 April, and all collections that week will be a day later than normal. Click through to read more:

To improve road safety in Papanui the Christchurch City Council is proposing a reduction in the speed limit on selected streets. The existing 30km/h limit around the Sisson/Langdons area is proposed to be extended along Langdons Road past Northlink, with other local streets changing to 40km/h. The submissions committee of the Waipapa/Papanui-Innes Community Board will meet at 9:30am on Monday 4 April to consider making submissions to the Christchurch City Council on: the Draft Annual Plan; opting out of kerbside collection; rates on vacant central city land; policy on Māori freehold land. Under the current provisions of the Covid-19 Protection Framework (the Traffic Alert system) meeting attendance is only possible via an Audio/Visual link.

Consultation outcome: a plan change aimed at managing the impacts of short-term visitor accommodation (eg Air BnB etc) has been approved.
In most residential zones in Christchurch, renting out homes or units as unhosted visitor accommodation will be a controlled activity if it is rented out for less than 60 nights a year for a maximum of six guests. That means the owner will need to apply for a resource consent, but the Council cannot decline the application. It can only put conditions on the consent.
If a house or unit in a residential zone is being rented out as short-term visitor accommodation for more than 60 nights a year and has between six and 12 guests, it becomes a discretionary activity. That means a resource consent is required and the Council can consider environmental effects, including impacts on neighbours, such noise and traffic movements, before deciding whether to grant or decline the consent.
