On 13 July, the Waipapa Papanui-Innes-Central Comm On 13 July, the Waipapa Papanui-Innes-Central Community Board: received presentations from members of the public, including one raising concerns with parking near intersections in Papanui, and one from the Papanui Heritage Group proposing storyboards for the Papanui Memorial Avenues (pic); approved safety improvements at the Armagh/Fitzgerald and Gloucester/Fitzgerald intersections; approved ‘authorised vehicles only’ parking on Livingstone Street, where the footpath is located on privately-owned property; and received a staff report on issues and initiatives within the Board area. The Board will next meet on 10 August.

A public survey is open until Sunday 26 July 2026, A public survey is open until Sunday 26 July 2026, for feedback on options for the reorganisation of Canterbury councils. This follows the Government's request for proposals for local government amalgamation. Christchurch City Council will meet on 4 August to consider what approach to take regarding a proposal, which must be submitted to Government by 9 August. Possible options range from a unitary authority on Christchurch's existing boundaries, through to an 'all of Canterbury' single authority.

Matsons Avenue will be one-way between Condell Ave Matsons Avenue will be one-way between Condell Ave and Harewood Road (with traffic flowing towards Harewood Road), until December 2026. This will provide a safe working environment for contractors upgrading the stormwater and wastewater infrastructure on Matsons Avenue and constructing the Nor'West Arc Cycleway. Harewood Road remains open to two-way traffic, but a speed reduction is in place. Windermere Road is also due to be closed at its intersection with Matsons Ave, although when Think Papanui was on site this morning that closure wasn't yet in place.

The Government requires Councils to review waste m The Government requires Councils to review waste management and minimisation plans every six years. Christchurch's plan and policies have been reviewed, and the Council is now seeking feedback, including on: separate glass collection and processing; repurposing unwanted household goods; and a dedicated litter team. Draft policies on litter & illegal dumping, and community waste disposal, are also open for feedback. Consultation is open until 3 August.

The agenda includes: public paticipation; safety improvements at the Armagh/Fitzgerald and Gloucester/Fitzgerald intersections; 'authorised vehicles only' parking on Livingstone Street, where the footpath is located on privately-owned property (pic); and a report on issues and initiatives within the Board area. The meeting is open for the public to attend and will be livestreamed on the Board's YouTube channel and Facebook page.

A positive outlook for postal services in Papanui: A positive outlook for postal services in Papanui: NZ Post has confirmed that they plan to open a retail hub on Main North Road in mid 2026. Think Papanui understands the hub will be in the former Kiwibank / NZ Post building at 37 Main North Road, which is currently being renovated. It is unclear at this stage if there'll be a gap in service between the closure of the outlet at the Papanui library & service centre and the opening of this new hub.

The agenda includes: public participation; consideration of the future of the Phillipstown School Site (currently home to the Phillipstown Community Hub); proposed safety improvements at the Edgeware/Springfield/Abberley intersection (pic); an application to the Board's Discretionary Response Fund by the Papanui Leagues Club; and an area report with an overview of initiatives and issues current within the Community Board area. The meeting is open to the public and will be livestreamed on the Board's YouTube channel and Facebook page.

At the inaugural meeting on Thursday 6 November, t At the inaugural meeting on Thursday 6 November, the Waipapa Papanui-Innes-Central Community Board elected Sunita Gautam as Chairperson for the first half the 2025-2028 term, and Simon Britten as Chairperson for the second half of the term. Simon will serve as Deputy Chairperson for the first half of the term and Sunita for the second. The Board also received a report explaining statutory requirements, and scheduled its first ordinary meeting of the term for 4pm on Thursday 11 December in the Papanui boardroom. Roadworks will be underway on Harewood Road from M Roadworks will be underway on Harewood Road from Monday 17 November, with the installation of traffic signals the at Harewood/Gardiners/Breens intersection and outside Harewood School, along with watermain & stormwater upgrades, and safety improvements.
From Monday 17 November the following traffic management is planned:
⛔A road closure on Gardiners Road between Goya Place and Harewood Road. There will be no access to Harewood Road via Gardiners Road.
🚧A lane-drop on Harewood Road in each direction between Crofton Road and Leacroft Street. Two-way traffic will be maintained.
⛔No entry to Harewood Road from Johns Road/State Highway 1.
➡A one-way system on Harewood Road between Watsons Road and Russley Road/State Highway 1.
🎄Contractors will break for the Christmas period on Friday 19 December and traffic management will be reduced on site during this time.
👷‍♂️Super week
The second stage of work will begin with a super week, 7 days of 24-hour work, from the evening of Sunday 4 January to the evening of Sunday 11 January 2026. The super week will see the full closure of the Harewood/Gardiners/Breens intersection, and will significantly reduce the duration of the work. There will also be work at the intersection of Harewood Road and Waimakariri Road near Harewood School, and along Whitchurch Place.
The final stage of work will continue from Monday 12 January with minor traffic management in place and will focus on finishing work such as line marking and traffic light commissioning. This work will take about a month to complete.
