Draft Community Board plan open for feedback

The Waipapa/Papanui-Innes-Central Community Board has developed a draft three-year plan that sets out the Board’s vision and priorities for the local community. The plan, along with those drafted by Christchurch’s other Community Boards, is now open for feedback until 26 March 2023.

Council releases briefing on Wheels to Wings cycleway

Following a request made by Think Papanui under the Local Government Official Information and Meetings Act (LGOIMA), the Christchurch City Council has released a presentation and video relating to the Wheels to Wings – Papanui ki Waiwhetū cycleway. The information released had been presented to Councillors at a closed-door briefing in February 2023, ahead of decision-making on the potential deferral of a number of transport projects, including this one1.

9 March Community Board meeting outcomes

On Thursday 9 March, the Waipapa Papanui-Innes-Central Community Board:

  • received four public forum presentations;
  • approved four traffic and parking agenda items;
  • approved the scheme design and other changes associated with traffic light and intersection layouts for the new PAK’nSAVE on Main North Road;
  • approved two grants from the Board’s Discretionary Response Fund;
  • received the report from the Electoral Officer on the recent by-election;
  • and received an area report on issues and initiatives in the Board area.

Ali Jones was also sworn in as a Community Board member following the recent by-election.

Community Board meeting agenda: 9 March 2023

The Waipapa/Papanui-Innes-Central Community Board will meet on Thursday 9 March 2023 at 4pm in the Papanui Boardroom. The agenda includes:

  • swearing-in of Ali Jones as a Community Board member following the recent by-election;
  • public participation;
  • changes to parking restrictions at four locations in the Ward;
  • new traffic lights for Main North Road outside the new PAK’nSAVE (pic), and changes to the Main North Road / Northcote / QEII intersection;
  • two applications to the Board’s Discretionary Response Fund;
  • a report from the Electoral Officer on the by-election;
  • and an area report on issues and initiatives in the Community Board area.

    Council votes not to construct Wheels to Wings – yet

    Wheels to Wings update: further to last week’s news that the the Wheels to Wings – Papanui ki Waiwhetū major cycle route survived a proposed deferral, this week the Council voted not to commence construction of the route “…for a period of up to 12 months to allow staff and local Councillors to work further with the affected communities on previously identified design concerns as part of the detailed design process.” Note that today’s article in The Star (pictured below) reflects last week’s decision not to defer rather than this week’s decision not to construct.

    Think Papanui understands that prior to the recent decision-making Councillors had a closed-door briefing on the Wheels to Wings, including why staff did not recommend deferring the project. A copy of the briefing has been requested under the Local Government Official Information and Meetings Act but it has not yet been released by the Council.

    Good news for safety and for the environment: the Wheels to Wings – Papanui ki Waiwhetū major cycle route survived a close shave this week. The Harewood Road cycleway was included in a list of projects slated to be deferred in order to make room in the Council’s capital programme for other walking, cycling, and public transport projects. On Wednesday this week however the Council made a near-unanimous decision to keep the Wheels to Wings on track, as part of a package of decisions on projects to prioritize.     Closing 26 Feb: consultation on Draft Waste Management and Minimisation Bylaw

    There’s still time to have your say on the Council’s draft Waste Management and Minimisation Bylaw. Proposed changes include more flexible rules for Council kerbside collection, new rules relating to unaddressed mail and advertising material; and new requirements for waste management plans in some circumstances, including for multi-unit residential developments. Consultation closes this Sunday 26 February 2023.

    Submissions due soon on Future for Local Government draft report

    The Review into the Future for Local Government’s draft report has a range of recommendations including greater deliberative and participatory democracy, the use of Single Transferrable Vote, a lover voting age, and a 4-year electoral term.
