New in this budget is funding for traffic lights at the Greers/Langdons Rd intersection. Staffing shortages impacting on kerbside collection service
Christchurch’s kerbside bin collection service is starting to be impacted by staff shortages caused by rising COVID-19 case numbers. This may result in bins being collected later in the day, and delays in services such as bin swaps and repairs. “Please continue to put your bins out if they need emptying”, says the Council, but “If your bin is not full and you can hold off until the next collection cycle without having to overload it, please don’t put your bin out.” Read more:

Community Service Awards open for nominations
Who’s your local hero? The Waipapa/Papanui-Innes Community Board is participating in this year’s Community Service Awards, which are given to individuals and groups in recognition of significant voluntary service. Environment Canterbury’s draft Annual Plan is open for public feedback until 3 April. ECan is asking for comment on three topics in particular: changes to the bus fare structure; flood recovery and protection; and funding for action in response to climate change. QEII Drive resurfacing from 10 March
There will be staged one-way closures on QEII Drive between Main North Road and the CNC motorway starting 10 March, for the application of low-noise asphalt. Keep an eye out for closures between 8pm and 6am, and note that there may be temporary speed restrictions in place also.
PLAN AHEAD: SH74 QUEEN ELIZABETH II DR – ONE WAY NIGHT CLOSURES STARTING 10 MARCH
SH74 QEII Dr will have staged one-way closures in place for resurfacing works between Christchurch Northern Corridor motorway overbridge (the double roundabout) and Main North Rd.
All one-way closures will be in place between 8 pm and 6 am. Please follow all temporary speed restrictions that may be in place at all times. A posted detour will be in place.

The Christchurch Northern Community Market will run this Saturday 5 March from 9am to 2pm at the Redwood Hotel on the corner of Prestons and Main North Roads. Access and parking is via Prestons Road. This Friday: Community Board Open Forum
The Waipapa/Papanui-Innes Community Board will hold a Community Open Forum this Friday 4 March at 9:30am. Under the current provisions of the Covid-19 Protection Framework (the Traffic Alert system) attendance is only possible via an Audio/Visual link or by viewing the live stream on the Board’s YouTube channel or via the Board’s Facebook page. At the Community Open Forum members of the public and community groups can speak directly to the Waipapa/Papanui-Innes Community Board on issues, activities and projects relevant to the Papanui and Innes Wards.

Delays with Friday’s kerbside collection
The Council has advised that some green organic bins in Redwood, Northcote, Papanui, Strowan and Bryndwr might not be collected as usual today. Any bins not emptied today will be collected tomorrow Saturday 26 February.
We are experiencing delays in our kerbside collection today. As a result, some organic bins may not be collected in the suburbs of Redwood, Northcote, Papanui, Strowan and Bryndwr.

18 February Community Board meeting outcomes
On Friday 18 February, the Waipapa/Papanui-Innes Community Board:

- heard from Kiwi Property / Northlands Shopping Centre about surface flooding at the Langdons/Sissons intersection and increased traffic on Langdons Road;
- received a deputation on starling issues in Dudley Street;
- granted a ground lease at MacFarlane Park to the Kindergarten operating there;
- approved a lighting upgrade at Owen Mitchell Park;
- approved a road renewal for Dudley Street but laid proposed renewals for two other Richmond streets on the table pending a site visit;
- approved two pedestrian islands for Langdons Road;
- and received an area report on issues and initiatives within the Community Board area.
The Board will next meet on 4 March for a briefing and on 18 March for a formal meeting.
