Board to consider submissions on plan change proposals
The submissions committee of the Waipapa/Papanui-Innes Community Board will meet this Friday 6 May at 11am to consider making submissions to the Council on draft plan change consultations, including the draft Housing and Business Choice and Heritage plan changes. PAK’nSAVE Papanui: design change could impact Oil Changers
Oil Changers has been trading on Northcote Road for close to twenty years and employs 10 staff. The building housing the business, however, has been proposed to be demolished by Foodstuffs to make way for supermarket car parking. News that the wrecking ball could be hanging over Oil Changers came to light recently in a variation to Foodstuff’s Resource Consent for the PAK’nSAVE supermarket under construction on the corner site. Oil Changers’ owner, however, has no plans to leave the site.
When originally consented in January 2020, the design for the PAK’nSAVE supermarket on the busy Main North Road / Northcote Road corner featured an underground car park, a fuel station, and promised to “…function as a lifeline hub in an emergency, distributing goods including food, fuel and drinking water and accommodating Civil Defence.” (Stuff, October 2018).
Both Oil Changers and also the former Mad Butcher building were retained in the original design.
In an amendment granted in June 2021 however, “as a result of geotechnical investigations” the basement car park has been removed from the design, and the commercial buildings on the corner site are set to be demolished to provide replacement parking spaces. 29 April Community Board meeting outcomes
At the 29 April meeting, the Waipapa/Papanui-Innes Community Board: received public forum presentations from Delta Community Support Trust and on the state of public toilets in the Shirley area; approved safety improvements for the Marshland/Turners intersection; approved road names at 20 Mills Road; and received an area report on issues and initiatives within the Board area. The Board will next meet on Wednesday 18 May.

Community Board Open Forum this Friday 6 May
The Waipapa/Papanui-Innes Community Board will hold a Community Open Forum this Friday 6 May at 9am. This is a session of up to 30 minutes in total where members of the public and community groups can speak directly to the Community Board on issues, activities and projects relevant to the Papanui and Innes Wards. The forum will be live streamed on the Board’s YouTube channel and also available via the Board’s Facebook page. Changes to kerbside collection days after Anzac Day
A reminder that the kerbside collection will be a day later all this week due to the Anzac Day public holiday tomorrow. If your bins are normally emptied on a Monday, they’ll be collected on Tuesday instead, and so on through to the coming Saturday.
Sat 30 April: St Albans Skate Park Opening
Next Saturday 30 April from 12pm there’ll be a Skate Jam to celebrate the completion of the St Albans Skate Park redevelopment. Cheapskates Skate Skool will be hosting the Skate Jam with free skate hire, instruction and competitions.

Anzac Day wreath-laying planned in Papanui
Most Anzac Day events have been cancelled this year, however the Papanui RSA will hold a wreath-laying ceremony for veterans and families (see Facebook page for details) and the public is encouraged to pay respects including by leaving floral tributes at local memorials. An Anzac Day Citizens Service in the Transitional Cathedral will be live-streamed for the public at 10am on Monday.
