Both new sections of the Northern Line Cycleway are now open, providing a continuous route for cyclists and pedestrians from Northwood Boulevard through to Kilmarnock Street in Riccarton. Think Papanui understands that some final signal works are yet to be completed by KiwiRail at the Tuckers Road and Sturrocks Road railway crossings.

Emergency Mobile Alert test this Sunday, 6pm-7pm
On 26 May 2024 between 6-7pm there’ll be a nationwide test of the Emergency Mobile Alert system. The alert will be broadcast from cell towers to about 5 million mobile phones across New Zealand. Ten story buildings for Papanui?
Following a public hearings process, the Council has submitted its “right of reply” document to the Panel which is considering the proposed changes to the District Plan (Plan Change 14).
The Council now proposes that the permitted height in the Papanui commercial centre (and also Riccarton & Hornby) be increased to 32 metres (ten stories). The Council’s Head of Planning and Consents Mark Stevenson says proposed changes to Plan Change 14 have been made in response to submissions, discussions with submitters, and conferencing between experts.
The next step is for the Independent Hearings Panel to deliver a report and recommendations to the Council by 26 July 2024, after which the Council is required to notify a decision by 12 September 2024.
Papanui’s proposed 32m ‘town centre’ zone is shown in cerise on the map below, stretching from Blighs Road to Sawyers Arms Road.

9 May Community Board meeting outcomes
On Thursday 9 May, the Waipapa Papanui-Innes-Central Community Board:
- heard from members of the public in relation to road safety, an alcohol ban for Edgeware Village, freedom camping, and more;
- approved a grant to the Neighbourhood Trust in support of Parenting Adventures 2024;
- approved changes relating to the signalised pedestrian crossing on Cranford Street just north of McFaddens Road;
- approved the site selection and concept design for the Lancaster Park changing rooms and community facility;
- and received an area report on issues and initiatives within the Board area.
The Board will next meet on 13 June.

Graham Condon pools to reopen on 1 June
The pools at Graham Condon Recreation and Sport Centre are set to reopen to the public from Saturday 1 June. Completed works include the replacement of the pool filtration system; the installation of a new pool heating system – electric heat pumps to replace the pellet boiler; the installation of a new splash pad area for the toddler pool; and new fountain features.

The Waipapa Papanui-Innes-Central Community Board will meet at 4pm on Thursday 9 May in the Papanui boardroom.
The agenda includes:
- public forum presentations from members of the public;
- proposed changes relating to the signalised pedestrian crossing on Cranford Street just north of McFaddens Road (pic);
- approval of the site and concept design for a changing rooms and community facility at Lancaster Park;
- an application to the Board’s Discretionary Response Fund;
- and an area report on initiatives and issues within the Board area.
