Community Board meeting agenda: 9 November 2023
The Waipapa Papanui-Innes-Central Community Board will meet at 4pm on Thursday 9 November in the Papanui boardroom.
The agenda includes: public participation; renewal of the play space at Avebury Park; two applications to the Board’s Discretionary Response Fund; an application to the Board’s Youth Development Fund; and an Area Report on issues and initiatives within the Board area.
The meeting is open for the public to attend and will be livestreamed on the Board’s YouTube channel and Facebook page.

Halloween community event for children in St James Park
It’s coming up time for the annual free Papanui Halloween event for children 12 years and under, run by Ray White Papanui and the Rotary Club of Papanui. Tickets are free but you do need to register online.
Community Board meeting outcomes: 12 October 2023
On Thursday 12 October, the Waipapa Papanui-Innes-Central Community Board:
- received three public forum presentations;
- approved road names for a development on Hawkins Road;
- approved the installation of an irrigation system at Malvern Park (at no cost to the Council);
- approved parking restrictions on Cashel Street and Cambridge Terrace;
- approved the formalisation of mobility parks at the Graham Condon Centre;
- approved a grant to support an emotional regulation programme at the Aratupu Preschool;
- and received a report on issues and initiatives within the Board area.

Plumbing centre to open on former Papanui nightclub site
Construction underway on Harewood Road will see the former Club 22 site move on from its colourful past.
Plans sighted by Think Papanui show the 740m2 building at 22 Harewood Road will be a Reece Plumbing Centre, with a showroom, trade sales area, and warehouse. The balance of the site will be occupied by car parking and a fenced storage yard.
The former Papanui Tavern made headlines when shortly after the February 2011 earthquake it was converted into the Club 22 nightclub. That venture was beset by liquor licence issues and complaints from nearby residents.
In 2013 a new venture applied for a liquor licence for the site, with the venue to be called Cotton Club & Butchery – a steakhouse “featuring live burlesque shows”. The Alcohol Regulatory and Licensing Authority refused the Cotton Club a liquor licence and the former Tavern remained unused until recently being demolished. In 2019 a proposal for a retail and office development was advertised, but failed to proceed.
The consent for the Reece Plumbing Centre was granted in August 2023 and construction is proceeding swiftly. Reece New Zealand has been approached for comment.

General election: voting open until 7pm Saturday 14 October
Early voting is underway in the general election. There are voting places open daily in the Papanui and Redwood area including at Northlands Shopping Centre. On election day, Saturday 14 October, all voting places will be open from 9am until the close of voting at 7pm. Have your say: Greers/Langdons traffic light upgrade
The long-awaited upgrade of the Greers/Langdons intersection is out for consultation. The proposal includes new traffic lights, signalised pedestrian crossings, turning lanes and cycle lanes on all approaches to the intersection. The proximity of Reynolds Ave to the intersection complicates the design, and options for left in / left out and making Reynolds a cul-de-sac are proffered.
Consultation closes on 31 October, after which the two affected Community Boards will make a recommendation to the Council.
