Nor’West Arc Speed limit consultation

A 30km/h speed limit along the Nor’West Arc Cycleway was consulted in 2021 and approved by the Council in 2022, but now cannot be implemented due to rule changes by central government.

New 30km/h limits are no longer allowed on urban streets, so the Council is proposing to change the speed limit on Aorangi Road, part of Condell Avenue, and Matsons Avenue from the current 50km/h to 40km/h to make it safer for people walking and cycling on these streets.

The decision on whether or not to approve the speed limit changes for these streets will not have any impact on the construction of the cycleway. Construction work began in January 2025. The work is being completed in three stages, with all expected to be complete by mid-2026.

Grassmere Street update: 17 September 2025

Access to the development site from Grassmere Street crosses the Papanui Parallel shared path

Further to last week’s reporting, the Council has confirmed that truck movements associated with housing development in the Cranford Basin are expected to average 4 large truck/trailer combinations in and 4 out per hour during alternate busy weeks. Think Papanui understands that movements have been more frequent than this at times. Staff have also advised that an update on progress with alternative development access off Cranford Street will be provided at the end of this current week.

In other news the Council has clarified that truck movements will take place between 7am-5pm Monday to Saturday (days of operation had previously been unspecified), but that to keep the shared path safe for all users, “truck movements and access to the site are now restricted during busy times — including school start and finish periods“.

Budget shortfall for Condell Ave renewal?

The current Long Term Plan (10-year budget) has $3.39m allocated to a project for Condell Avenue Street Renewals, with the bulk of the spending budgeted for financial year 2027-28. Think Papanui understand this relates to the section between Aorangi Road and Blighs Road.

In information released this week, the Council has advised that there is a potential budget shortfall with this project, and that “potential funding opportunities and cost optimization measures” may be likely. The Council goes on to state that they “remain committed to advancing the project efficiently and will keep all stakeholders informed of any significant developments”, and “anticipate proceeding to construction in FY26 following a successful community engagement process.” FY26 is the financial year running from July 2025 to June 2026.
