Around 60 people turned out to Kohinga St Albans Community Centre tonight to hear from Duncan Webb Labour MP for Christchurch Central on housing and urban development in Christchurch, and specifically the National Policy Statement on Urban Development (NPS-UD). The Council is legally required to give effect to the NPS-UD, and it is anticipated that the community will be formally consulted next year on any proposed District Plan changes in relation to building heights and density. The NPS-UD stipulates that any plan changes need to be publicly notified for submissions by August 2022. Tonight’s meeting was hosted by the St Albans Residents Association.

The period for public submissions on the Draft 2021–31 Long Term Plan ends at midnight on Sunday 18 April. “You don’t need to have an opinion on every issue – if there’s just one pet project you want a say on, or one idea you’ve had for how ratepayer money could be spent or saved over the next few years, we encourage you to let us know right up until Sunday,” the Mayor says. The Waipapa/Papanui-Innes Community Board will meet this Friday 16 April at 9am in the Papanui boardroom. The agenda includes: public forum presentations on Cranford/Innes intersection safety and Flockton Street traffic volumes & speeds; a proposed request for staff to investigate revoking the name ‘Gulati Lane’ for a development in Mairehau; a briefing on the St Albans School innovating streets project; four applications to the Board’s Discretionary Response Fund; and an area report on initiatives and issues current within the Community Board area. Agenda of Waipapa/Papanui-Innes Community Board – 16 April 2021
It’s three years since the first planting day at Papanui Bush. The site can be accessed from Bridgestone Reserve on Langdons Road by Chapel Street, and the next weeding/maintenance day with the Rotary Club of Papanui is coming up this Tuesday 13 April from 9:30am-12pm. Members of the public are welcome to come for all or part of this time – wear suitable clothing and BYO gloves & gardening tools if you have them.
At today’s Council meeting, the Chair and Deputy of the Waipapa/Papanui-Innes Community Board presented their monthly report, which was followed by a discussion on the noise issues associated with the CNC motorway. The Council has agreed that the Mayor will write to Waka Kotahi NZTA asking that the speed limit on the CNC between Radcliffe Road and Cranford Street be reduced to 60km/h until the final low-noise seal is complete, and also to write to the Minister of Transport about the existing speed limit and concerns over adverse effects on neighbouring residents.

Access to the shared path along the CNC at Owen Mitchell Park has been completed – this is one of a number of connection points for pedestrians & cyclists along the route from Cranford St to the Waimakariri River.
